Investment Officer Training

First Public has formed an alliance with Texas State University to help our government clients fulfill their investment officer training requirements more conveniently and cost-effectively.

Through a range of online courses, the university allows you to earn your 10 hours of investment officer training at your own pace, from your home or office.

Simply visit the university's website, customize your curriculum, register, and you're on your way. Once your books arrive in the mail, you'll have eight weeks to finish the online coursework. When you're done, you'll receive your certificate of completion in the mail. No travel or time away from home—just results.

Public Funds Investment Act

Certain rules under the Texas Public Funds Investment Act require the treasurer, the chief financial officer (if the treasurer is not the CFO), and the investment officer of a local government to:

  • Attend at least one training session from an independent source approved by the governing body of the local government or a designated investment committee advising the investment officer as provided for in the investment policy of the local government and containing at least 10 hours of instruction relating to the treasurer's or officer's responsibilities within 12 months after taking office or assuming duties; and
  • To attend an investment training session not less than once in a two-year period and receive not less than 10 hours of instruction relating to investment responsibilities from an independent source approved by the governing body of the local government or a designated investment committee advising the investment officer as provided for in the investment policy of the local government.

Training must include education in investment controls, security risks, strategy risks, market risks, diversification of investment portfolio, and compliance.
